State Govt to construct guest houses at Dibrugarh, Guwahati and Vellore

Correspondent

ITANAGAR, Sept 01: Considering the long felt need of the students studying outside and poor patients who must go outside the state for treatment, the state government under the leadership of Chief Minister Jarbom Gamlin has decided to construct state guest houses at Dibrugarh and Guwahati in Assam and Vellore in Tamil Nadu to provide succour to these needy sections of the state.

Announcing the “visionary decision”, Finance Minister Kalikho Pul today said there have been repeated demands for such guest houses in the past, which could earlier not be materialized for fund crunch.

“But the welfare government under Chief Minister Jarbom Gamlin’s leadership took this bold step,” he informed.

Realizing the pressing necessity of such infrastructures for the students who spend huge amounts of money on accommodation for their studies and the same fate of the poor patients, the GoAP has decided to sanction Rs 17 crore for the Guwahati guest house and Rs 6 crore each for the Vellore and Dibrugarh guest houses despite its poor financial condition, Pul disclosed.

Guwahati being the transit point for the rest of India, a multipurpose guest house will be built there for students and patients besides to accommodate VIPs and officers who go on tours via Guwahati, he said.

Though comparatively small, the multi-utility guest house at Dibrugarh would serve the interests of the patients, students, officers and VIPs.

The patients of eastern part of the state invariably go to Dibrugarh for treatment even now, while the completion of the Trans-Arunachal Highway and the 4.9 km-long Bogibeel-rail-cum-road bridge over the Brahmaputra (targeted by 2015) would make Dibrugarh the nerve centre for half of the state, including Tirap, Changlang, Dibang Valley, Lower Dibang Valley, Lohit, Anjaw and the three Siang districts, he reasoned.

A large number of patients from the state go to Vellore for treatment at the Christian Medical College and Hospital (CMHC) for its better services at reasonable rates. The CMCH is a referral hospital for the GoAP.  Moreover, the Arunachal Pradesh Patients’ Welfare Committee-Vellore (APPWC-V) with Arunachal State Hospital CMO Dr Moji Jini as its working president, had also pleaded with the GoAP repeatedly for such accommodations for the state’s patients and students, he said.

The APPWC-V, a voluntary organization with its office at Naharlagun, was set up to provide information to potential patients and indoor patients of CMCH.

The GoAP owns plots of land at all these places and will release the full fund at one go to the state’s public works department (PWD) for constructing the buildings through reputed agencies within a year, Pul added.

Newborn mortality rates and MD goal

A new study by the United Nations health agency and its partners has found that fewer newborns are dying worldwide but progress is too slow and Africa in particular is being left further behind.

Newborn deaths decreased from 4.6 million in 1990 to 3.3 million in 2009, and fell slightly faster in the years since 2000, according to the study, led by researchers from WHO, Save the Children and the London School of Hygiene and Tropical Medicine.

The study, which covers 20 years and all 193 WHO member States, found that newborn deaths – deaths in the first four weeks of life (neonatal period) – today account for 41 per cent of all child deaths before the age of five.

Almost 99 percent of newborn deaths occur in the developing world, with more than half taking place in just five large countries – India, Nigeria, Pakistan, China and the Democratic Republic of the Congo (DRC).

India alone has more than 900,000 newborn deaths per year, nearly 28  per cent of the global total, WHO noted. Nigeria, the world's seventh most populous country, now ranks second in newborn deaths – up from fifth in 1990.

The agency noted that an increase in investment in health care for women and children in the last decade – when the anti-poverty targets known as the Millennium Development Goals (MDGs) were set – contributed to more rapid progress for the survival of mothers and children under the age of five than for newborns.  The Study has urged nations worldwide to strengthen existing interventions to curb these deaths, 99  per cent  of which are due to preventable causes.

Mushrooming of organizations and moral values

Dear Editor,

The serious issues pertaining to the Society is due to non availability of moral values out of defective prenatal education system. The character building is now secondary to the Society and immoral money making has taken the centre-stage due to defective political system in the state in particular and country in general. The sudden change in voting pattern has added Philips to negative aspect of electioneering. Extension of voting rights to youths from 21 year of age to 18 year has given quantum jump in election process and money luring game of politics by the political parties. As such, the moral values of youths in general has gone down and there has been rise of unethical activities among the youths. The flooding of money and its circulation during election, creation of groups and group systems thereby facilitated formation of organizations since the politicians and high bureaucrat encourages such activities to hide their misdeeds or dual play in the system. These groups sometime seem to protect such personalities whenever they use to face problems. At another point of time, when their objectives are not met these organization or groups start to black mail the authority and amass money and close down the issues raised by them.

When some group are so resource by such practices, there come up other groups to make their source for such avenues of making issues and their ultimate is money matter. The matters whatever may be there, all the uniform of the society and the society at huge is responsible for the happenings. The societies or organizations were formed for the good cause, but the persons holding the responsible posts can not be guaranteed as nonbiased, impartial and non greedy. Mostly human being has some interest and their instinct for benefit makes them greedy and do incline to personal benefit and forget the society. Such evil practices by one society give way in mushrooming of societies with aim to protect the interest of Society but they again fall to the same trap.

I have been compelled to refer an opinion of one Nilly Likha Tabo in readers forum of Arunachal Times of 29t" August 2011 were he has made a critical view to discourage multiple organizations. Infact, he has not viewed such organizations in Arunachal perspective but particularly touched such organizations within the Nyishi Society. He has also made it clear that to safeguard this community, two organizations, viz, ANSU and NES have been playing piloted role and he has guaranteed that they can only exist and solve the problems of the community.

Now question is that despite of having these two society, why the community is facing problems and they are of unending nature.  Tabo must have been member of an organization but have failed to reform the electioneering process of ANSU were huge involvements of money and politics has made the organization itself a questionable. So far NES is concerned, it was conceived by some intellectuals with a dream and wish to transform Nyishi Society through intellectual touch in the process, when it will various colour and main objective seemed yet to be killed off.

The mushrooming of organizations within the community has two reasons¬ (1) because of failure or misdeed of these organizations, and (2) to protect the society and urge to work on subject untouched by existing societies. The constitutional aspects like right to privilege, freedom, democracy, secularism, so and so forth are not the subject on it. The wrong or right is within us and persons having genuine will have a power to tackle up and hold such issues instead of writing in the media.

Yours’
